AN OPEN LETTER TO VICE PRESIDENT OF THE FEDERAL REPUBLIC OF NIGERIA, PROF. YEMI OSIBANJO TO ORDER THE IMMEDIATE INVESTIGATION OF TOP SENIOR POLICE OFFICERS INVOLVED IN SERIOUS ACT OF MISCONDUCTS AND CORRUPTION
Your Excellency, the APC Federal Government led by President Muhammadu Buhari in 2016 introduced the Whistleblower Policy to enhance the fight against corruption and other corrupt practices within and outside Public Service. The Whistleblower’s Policy has yielded positive results which has led to the recovery of several billions of Naira looted from our common treasury by a few disgruntled elements within a short period of time and some many alleged thieves are facing criminal trials in various courts in Nigeria while a few corrupt persons have been convicted and imprisoned by the present administration. Unfortunately, the whistleblowers have little or no protection at all from the security/anti graft agencies they report and expose alleged corrupt persons as their lives and that of their families are under serious threat for exposing corruption. Worst among the corruption are the ones perpetrated by security agencies especially within the Police Force where Complainants are converted to suspects after collecting huge amount of bribes from high profile suspects. I am only one of several millions of Nigerians who have been victimized and their cases compromised. A case I reported against Officials of Delta State Polytechnic Oghara over alleged looting of over N3 billion naira and other crimes including kidnapping, cultism, unlawful possession of bullets and other weapons were covered up by IGP Monitoring Unit Force Headquarters Abuja led by CSP Dalatu Usman after taking over the case file/exhibits of bullets and other weapons from Federal SARS Abuja investigated by DSP Nwakama Friday. The suspects in the case are:
1. Dr(Mrs) Clara Sogbaike – Former Rector Delta State Polytechnic Oghara
2. Mr. Napoleon Akpubi – Bursar Delta State Polytechnic Oghara
3. Mr. Benson Omonode – Registrar Delta State Polytechnic Oghara
4. Engr. Rich Akusu – Staff of Delta State Polytechnic Oghara
5. Engr. Dickson Eghwatore – Staff of Delta State Polytechnic Oghara involved in cultism and unlawful possession of firearms

IPO: CSP Dalatu Usman and SP Amadi Peter both attached to IGP Monitoring Unit, Force Headquarters, Abuja.
Your Excellency, CSP Dalatu Usman compromised, exonerated all the suspects of all the allegations including that of fraud of over N3 billion naira without requesting for bank statements involving 15 various bank account details made available to him, released official secrets/documents to suspects before it was officially approved by IGP Idris Ibrahim recommending that I the complainant should instead be arraigned in court for giving Police false information. and a forged legal advice which was later also confirmed by the immediate past CP Legal, Barr. David Igbodo to be forged but took no action against the perpetrators over alleged crime of such magnitude. Several petitions against CSP Dalatu Usman to President Muhammadu Buhari and IGP Idris Ibrahim have been swept under the carpeted by the Police Authority. How CSP Dalatu Usman arrived at his report/legal advice when a Fundamental Human Right Suit filed by the same suspects against the IGP and myself in 2014 and judgement delivered against Police due to their absence, restraining them from arresting the suspects and up till date, that judgement has not been appealed and vacated to allow detectives, ASP David Matthew and Insptr. Akwueh Friday both attached to General Investigation Section Force Criminal Investigation & Intelligence Department, FCIID Abuja, who are in possession of the bulk case files with exhibits, to conclude their investigation.
Your Excellency, there are two contrary reports issued over the same suspects by the Police Force Headquarters Abuja;
1. A Report by ASP Matthew David and Insptr. Akwueh Friday both attached to General Investigation Section, FCIID Abuja which indicted the suspects and;
2. A Report by CSP Dalatu Usman, SP Amadi Peter and SP England Doris all attached to IGP Monitoring Unit Force Headquarters Abuja, which exonerated all the suspects as a result of compromise.
Your Excellency, unfortunately for CSP Dalatu Usman attached to IGP Monitoring Unit, EFCC and ICPC also investigated the same allegations of fraud of over N3 billion naira against the same suspects. Mr Paul Terhemba attached to the Economic Governance Unit 2 EFCC South South Zonal Office, Port Harcourt investigated the allegations of fraud against the same suspects and have concluded their investigation which a very reliable source within the EFCC office who has full knowledge of the case but does not want his name in print because he is not permitted to officially speak on the case, confirmed that the suspects were indicted for the fraud and that the case file has long been forwarded to the EFCC Legal Unit for filing of Charges in Court and possible arraignment.
Mr. Oluwole David attached to ICPC Abuja Office also investigated the same allegations of fraud against the suspects but have not taken further necessary actions after a Fundamental Human Right Suit filed by same suspects against the Commission was dismissed in April last year for lacking in merit. Also, The Special Presidential Panel on Recovery of Public Property Headed by Chief Okoi Obono Obla is also investigating the same suspects which have no single respect for the Presidency because they never honoured several invitations extended to them by the Presidential Panel.
Your Excellency, several assassination attempts have been made on my life as these high profile suspects have continued to harass, intimidate and threatened my life using office of AIG Zone 5 Benin City and other security agents including armed thugs working for them within and outside the state to search for me in order to silence me completely and automatically end their fraud investigations.
Your Excellency, surprisingly, because these high profile suspects are financial buccaneers and have the backing of the Delta State Government, most of the security/anti graft agencies are under serious pressure to cover up the case at all cost which has led the suspects to be treated with kids gloves.
Your Excellency, I kindly demand the following:
1. A directive to the IGP to investigate CSP Dalatu Usman attached to IGP Monitoring Unit Abuja for conspiracy, aiding, abetting, releasing official secrets/documents to suspects he investigated and perversion/obstruction of Justice
2. A directive to IGP Idris Ibrahim to submit to your office the two Investigation Reports by DIG Hyacinth Dagala FCIID (Investigated by ASP Matthew and Insptr. Akwueh Friday attached to General Investigation Section FCIID Abuja) and that of IGP Idris Ibrahim (Investigated by CSP Dalatu Usman, SP Amadi Peter and SP England Doris all attached to IGP Monitoring Unit Abuja) for Comparison.
3. A directive to the Acting Chairman, EFCC, Ibrahim Magu to submit to your office the report of their investigation carried out by Mr. Paul Terhemba attached to Economic Governance Unit 2 EFCC South South Zonal Office Port Harcourt and order immediate arraignment in Court of all the suspects indicted in their report.
4. A directive to the Chairman of ICPC to submit the report of their investigation conducted by Mr. Oluwole David formerly attached to ICPC Headquarters Abuja but have been redeployed to Ibadan.
5. A directive to IGP Idris Ibrahim to immediately transfer all case files reported against me by the same suspects recently in the office of AIG Zone 5 Benin to Force Headquarters Abuja for harmonization with already existing case files in G.I Section FCIID Abuja because the AIG Zone 5 Benin is biased from his actions already taken and I have no confidence in any investigation that will be carried out within the Zone.
Your Excellency, an action taken on this open letter will further expose the rot and high level corruption/ impunity within the security agencies in Nigeria.
